Ninety-nine forfeits, sorted from the very mild to the ones you agree on before anybody is drunk.
A forfeit is a punchline, not a punishment. The ones that work are the ones the room can still laugh at an hour later, and the way to get them is to agree the ceiling before the weekend rather than during it.
Every one of these is wearable, sayable or doable in front of strangers. None of them needs anybody to drink: a forfeit that only works on somebody who is drinking leaves out the two people who are not.

Questions
What is a fair forfeit for a stag do?
One that is over in five minutes, that the person doing it can laugh at, and that nobody outside the group has to be part of. If it needs a stranger, it is not a forfeit, it is a nuisance.
Should forfeits involve drinking?
They do not have to and mostly should not. A sip is a fine forfeit; a shot is somebody else deciding how drunk you are going to be. Half a good list has no drink in it at all.
Who decides what the forfeit is?
Nobody, ideally. A wheel over an agreed list takes the argument out of it, and the person who lost has nobody to blame for what came up.
